Mao Zedong (1893–1976) co-founded the Chinese Communist Party in 1921, led it through the Long March (1934–1935) and the Chinese Civil War, and proclaimed the People's Republic of China on 1 October 1949. He served as Chairman of the Communist Party of China from 1949 until his death.

The Great Leap Forward (1958–1962) — an attempt to transform agricultural China into an industrial economy through collectivized communes and backyard steel furnaces — produced the Great Chinese Famine, with credible scholarly estimates of 15 to 45 million excess deaths. The Cultural Revolution (1966–1976) mobilized Red Guard formations to attack "the Four Olds" and resulted in the deaths of an estimated 1 to 2 million people, the persecution of millions more, and a decade of disrupted higher education and cultural destruction.

His legacy in contemporary Chinese governance is officially summarized as "70% correct, 30% wrong" — a formulation the Bureau finds methodologically unhelpful but mentions for completeness.
